​Background

This annual program repairs and resurfaces arterial and residential streets through hot mix asphalt (HMA) overlays. Minor storm drainage repairs and minor water improvements will also be constructed in advance of the resurfacing. Utility work will be funded from the corresponding utility funds.

Description

The arterial portion of this project will resurface North Mercer Way with an HMA overlay.  The roadway was last repaved in 1994 and its current pavement condition ratings are in the Poor, Fair, and Low Satisfactory ranges.  The work scope will include repaving the roadway and the adjacent eastbound pedestrian shoulder.

The residential portion of this project covers part of the Island Point neighborhood (SE 82nd, SE 83rd Streets, and 84th Avenue). The current pavement condition ratings are in the Very Poor range. Work will include some overlays and some full pavement reconstruction based on roadway structural conditions.

Prior to roadway resurfacing work minor water and stormwater improvements will be constructed under a separate contract.

Work on the North Mercer Way overlay was completed this week with the installation of pavement markings. Also this week, the City’s contractor, Lakeridge Paving, removed the existing asphalt in the Island Point neighborhood on 84th Avenue SE, SE 82nd Street, and SE 83rd Street and began the process of adding gravel to regrade the existing roadbed. Next week, Lakeridge will continue placing rock and grading for the new streets. Asphalt paving of Island Point is currently scheduled for late next week and early the following week. Staff and the contractor hope to have the paving work in place before the start of school. Following the paving, Lakeridge will raise existing utilities and restore the road edges with gravel and topsoil.

2024 Arterial and Residential Street Overlays – This week crews continued work on North Mercer Way from Roanoke Way to SE 22nd Street. They have placed gravel along the shoulders and are raising existing utility castings to the grade of the new roadway. This work involves jack hamming the pavement around the castings to expose them, resetting the cast iron manhole, catch basin, and valve box castings to grade, and then patching around them with asphalt. Raising castings after paving produces the best ride quality for the roadway, because the castings are set to match the new road.

2024 Street Related Water and Storm Drainage Improvements – Underground water and storm water work on this project was completed this week in the Island Point neighborhood and the contractor is now cleaning up their sites by patching roadways, hauling off waste materials, and moving equipment off the Island. In two weeks, the City’s paving contractor will be moving into the Island Point area to repave several streets.

This week the City’s contractor, Lakeridge Paving, placed an asphalt overlay on North Mercer Way from Roanoke Way to SE 22nd Street. Over the next few weeks, Lakeridge will be placing gravel along the shoulders, raising existing utility castings to grade, and installing pavement markings. Following the completion of work on North Mercer Way, Lakeridge will move to Island Point to repave 84th Avenue SE, SE 82nd Street and SE 83rd Street.

Pre Leveling

This week crews completed pavement repairs and pre-level paving along North Mercer Way between Roanoke Park and 76th Avenue. “Pre-leveling” is the process of paving a thin bottom lift of asphalt to fill low areas and restore proper cross-section to the roadway before final paving. Top-lift asphalt paving is scheduled for next Monday, Tuesday, and Wednesday, ahead of Seafair weekend traffic and activities.

2024 Arterial and Residential Street Overlays 
Crews worked on pavement repairs along North Mercer Way between Roanoke Park and 76th Avenue the week of July 15th, in preparation for an asphalt overlay beginning later next week. Lakeridge Paving hopes to have North Mercer Way repaved before Seafair Weekend.

July 15, 2024

The City’s paving contractor (Lakeridge Paving) will begin prep work along North Mercer Way between Roanoke Way and SE 22nd Street starting Monday, July 15th. Asphalt grinding and paving is anticipated to continue during the weeks of July 22nd and 29th with utility adjustments to follow. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours

June 2024 

24-12 Street Related Water and Storm Improvements

On Tuesday June 18th Harkness Construction will begin storm drainage improvements on North Mercer Way at 7015 North Mercer Way. Construction crews will be working between the hours of 7:00 AM and 5:00 PM, Monday through Friday. This work is scheduled to be complete by the end of June. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will maintain one-way alternating traffic with an optional detour for smaller vehicles along 70th Avenue SE, 72nd Avenue SE and SE 20th Street.

Planning/Design
The 2024 Arterial and Residential Street Overlays project was advertised for Construction bids on May 16, 2024. Construction bids will be opened on May 30, 2024, and a contract will be awarded in June. Construction is anticipated to begin in July of 2024.
