West Mercer Way from 8100 West Mercer Way to 8400 East Mercer Way
Background
The Roadside Shoulder Development Program was established in 2002 to create paved shoulders suitable for pedestrian and bicycle uses on the Mercer Ways. Since then, the City of Mercer Island has constructed numerous shoulder improvement projects, primarily along East Mercer Way, but also along North and West Mercer Ways. Most recently the West Mercer Way Phase 3 Shoulder Improvements (from SE 65th Street to SE 70th Street) project was completed in 2022.
Description
This project will build a new paved shoulder from the 8100 block of West Mercer Way around the south tip of the island to the 8400 block of East Mercer Way. Construction is planned for 2024. This is the final phase of the West Mercer Way shoulder development. This will connect the shoulder on the east side of West Mercer Way from the south end of the island all the way to I-90.

Status Updates
September 6, 2024
This week, the City’s contractor, New X, completed some clean up and punchlist items. In the coming weeks the contractor will also be cleaning up, placing gravel and restoring their lay down yard.
June 14, 2024
Over the past two weeks, The city’s contractor, New X, completed their remaining storm drainage and water work on the project. Next week, crews will perform grading work on the last remaining areas of the shoulder needing asphalt paving. The final paving day is expected to occur the week of June 24th. Following paving, the contractor will have minor clean-up and punch list items to finish the project.

The city’s contractor, New X, paved another section of shoulder last Friday and has one more paving day scheduled to complete the asphalt work. This week, the contractor has been installing new storm drainage pipes. Next week, crews will complete three water service relocation's and finish grading of the last remaining areas for the final paving day. Construction should wrap up in June.

The city’s contractor, New X, has currently paved approximately half of the project’s new shoulders. This week, the contractor has been installing new storm drainage pipes where West and East Mercer Ways meet. Next week, crews will pave this section of the project. Construction should wrap up by June. Crews will continue working between 7:00 AM and 5:00 PM, Monday through Friday. During these hours, please expect minor traffic delays on the Mercer Ways between 8100 WMW and 8400 EMW, as the roadway will be reduced to one open lane with traffic being directed by flaggers.

This week the city’s contractor, New X, completed four new watermain taps for replacement of four fire hydrants and installed two of those hydrants. The “wet tapping” process allows connection of a new pipe onto a live watermain. Next week, the contractor has a watermain shutdown scheduled to remove an old fire hydrant and replace several water services. This water utility work is necessary to relocate several hydrants and water meters to be outside of the new paved shoulder.

The City’s contractor has been busy clearing, excavating, and grading for the new shoulder areas. Over the next two weeks, crews will be doing three watermain shutdowns to replace/relocate four fire hydrants and four water services that are in conflict with the new shoulder. This project is scheduled to be complete by June.
February 26, 2024
Construction activity began this week at the East Mercer Way end of the project. The contractor will have more resources arriving next week and will continue installing storm drainage improvements.
February 20, 2024
Nex X Construction will begin shoulder widening improvements along the Mercer Ways from 8100 West Mercer Way to 8400 East Mercer Way. Construction crews will be working between the hours of 7:00 AM and 5:00 PM Monday through Friday, during this time flaggers will maintain one-way alternating traffic. The project is scheduled to be complete by June. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic.

Construction activities on this project are scheduled to begin the week of February 20 and work is anticipated to be completed by June 2024. The scope of the project includes installing storm drainage and catch basins, relocating several water meters and fire hydrants to outside the new shoulder area, and grading and paving to create over 2,700 linear feet of new 5-foot wide asphalt shoulder. Crews will be working between 7:00 AM and 5:00 PM, Monday through Friday. During these hours, please expect minor traffic delays on the Mercer Ways between 8100 WMW and 8400 EMW, as the roadway will be reduced to one open lane with traffic being directed by flaggers. A notification letter was sent in late January to residents in the vicinity of the project. You can view the letter here.
February 2024
A construction contract was awarded to New X, Inc. by the City Council on January 16, 2024. Construction activities are tentatively scheduled to begin in the second half of February and the project is anticipated to be complete by June. Construction crews will be working between the hours of 7:00 AM and 5:00 PM, Monday through Friday. During these hours, please expect minor traffic delays on the Mercer Ways within the project area, as the roadway will be reduced to one open lane with traffic being directed by flaggers.
