Background
Ongoing redevelopment in the Town Center has created an increase in pedestrian activities as new families and businesses move into the Town Center. Long blocks, wide-spaced intersections, and adjacent retirement community needs call for an additional mid-block pedestrian crossing. With the opening of the East Link Rail Station, it is expected there will be an increase in walking and biking in the Town Center as residents make their way to/from the station.
Description
This project will construct a mid-block crosswalk in the 2400 block of 76th Ave SE to include a pedestrian activated rectangular rapid flashing beacon (RRFB) signal, center median, ADA curb ramps, and crosswalk markings. The project will be funded with Sound Transit Mitigation funds. The City has determined that it cannot avoid removing 3 trees onsite in order for this important safety project to move forward; public notice will be provided to adjacent neighbors and replacement trees will be planted in a suitable location.

Consultant design will begin in 2021 with construction in 2022.

Status Updates
October 2022 Update

Crews completed the installation of the Rapid Rectangular Flashing Beacons and light pole on October 6th. The crosswalk is now fully functional and open for public use. Final minor details will be completed by the end of the month. This new connection will improve pedestrian safety and walkability in the Town Center as we prepare for the opening of the new LRT station. Our appreciation goes out to all the adjacent residents and businesses for their patience during a difficult construction season.
September 2022 Update

Construction of the mid-block crosswalk has completed all hardscape (concrete and asphalt) elements. Shipping delays have pushed the installation of the Rapid Rectangular Flashing Beacon (RRFB) and illumination pole to early October. The crosswalk will remain closed until the equipment is received and installed. The public’s patience is greatly appreciated while we navigate the difficulties of completing this vital pedestrian connection.
Week of July 25th Update

Construction of the mid-block crosswalk is nearing completion with the sidewalks, curb ramps, and concrete median installed in Mid-July. Material delays for the rapid flashing beacon system will push the project completion date to mid-August, when the pavement markings and upgraded crosswalk system will be fully functional and open to the public.
Week of June 20th Update

NPM Construction and West Coast Signal crews completed the installation of conduit and prepared the foundation bases for the new RRFB system & illumination pole this week. The week of June 20, they will connect to the City’s power supply, pour concrete for the foundations, and begin preparations for the curb, gutter, and sidewalk installation. Please expect minor driving delays through the work zone, as flaggers will be maintaining a one-lane road during their 7:00 AM to 5:00 PM work hours. Work in the 76th Ave 2400 block vicinity is expected to last through the beginning of July.

NPM Construction crews completed removal of sidewalk, curb, asphalt, and street trees this week. The week of June 13, they will begin conduit installation and pouring of concrete bases for the Rapid Flashing Beacon and illumination systems. Please expect minor driving delays through the work zone, as flaggers will be maintaining a one-lane road during their 7:00 AM to 5:00 PM work hours. Work in the 76th Ave 2400 block vicinity is expected to last through the end of June.
May 2022 Update
Construction of the mid-block crosswalk is expected to begin in the next few weeks. Community members can expect several days of one lane open with a flagger alternating the direction of traffic flow. There will be some delays to traffic. There will also be construction-related sidewalk detours. Work hours will be between 7:00 AM and 5:00 PM. Construction schedule updates will be provided as available.
April 2022 Update

Design work has been completed and a construction contract was awarded to NPM Construction on April 15. Construction will begin in May 2022 and continue into the summer with intermittent traffic impacts.
February 2022 Update
The project has reached 90% design and features additional lighting and a diagonally offset crosswalk and median island to promote pedestrian safety.
