​Background

This sub-reach has numerous headcuts.  The channel has incised up to 15 feet into the bed pan. This condition poses risks to adjacent areas, private street, banks and upper slope stability, increased sedimentation, and loss o f habitat.

Description

Stabilize the upper 250 feet of watercourse adjacent to 4324 West Mercer Way by regrading and filling channel. Install boulder cascade at headcuts and beyond.

Status Updates

March 2025

The project information was sent to registered Contractors on the MRSC Small Works Roster for Stream Restoration.  On March 27, PW staff hosted an on-site visit for prospective bidders to view the watercourse and ask questions about the proposed work.  Bids are due on April 7, 2025.  Construction of this project, located in the 4300 block of West Mercer Way, is expected in Summer 2025.

The City has received the final plans and specifications for the project and is now preparing it for bidding. The construction is planned for summer 2025.

Due to the construction time-frame mandated by the regulatory permit, the construction schedule for this project has been shifted to the summer of 2025.  Future updates for this project page will be provided in early 2025 with the commencement of the bidding process for contractor selection.

October 2023

We have received the US Army Corps of Engineers permit for this project. All required permits are now complete. Construction is planned for July and August 2024.

May 2022

The project received its Hydraulic Project Approval (HPA) from Washington Department of Fish and Wildlife on April 20. The HPA states that any work below the ordinary high water line (OHWL) of the stream shall be conducted between June 1 and September 30. This timing limitation is also known as the “fish window”. Therefore, obtaining the necessary permit from the US Army Corps of Engineers (USACE) in-time is key to having this project constructed this year within the timing limitation. As of the end of April, the USACE could not estimate a permit decision date citing lack of resources. The USACE indicates that it is in the process of hiring additional project managers to handle their workload.

The project is currently in the permit review phase with the following two agencies.

Washington Department of Fish and Wildlife since March 2022.

US Army Corps of Engineers since March 2021.

The project is currently in permit review with the US Army Corps of Engineers (USACE). The agency has been requesting design-related clarifications and the design team has been responding accordingly.

In December, SEPA review application was submitted. Public Notifications sent to the neighborhood on 1/10/22, with the public comment period ending on February 9th.
