Background
This annual program repairs and resurfaces public arterial and residential streets on the Island through hot mix asphalt overlays and chip sealing. The program includes upgrades to substandard residential streets, at the rate of about one location per biennium. Minor storm drainage repairs and minor water improvements will also be constructed. Utility work will be funded from the corresponding City sewer, water, and storm water utility funds.
Description
This project will resurface the SE 68th Street and SE 70th Place roadways from Island Crest Way to East Mercer Way with a hot mix asphalt overlay. Work will include pavement repairs, paving of roadway and uphill lane pedestrian shoulder, raising utility castings to grade, and new pavement markings. Minor storm drainage repairs and minor water improvements will also be constructed. SE 68th Street/SE 70th Place is the City's main East-West arterial for the south end of the Island. This portion of roadway is nearing the end of its pavement life and needs resurfacing. SE 68th street was last resurfaced in the late 1980's and SE 70th Place was last resurfaced in 2001. Current Pavement Condition Index ratings are in the "Fair" and bottom of the "Satisfactory" ranges. Utility castings (manholes, valve boxes, catch basins) need to be raised and/or replaced after asphalt overlays. This project was postponed from the 2019-2020 CIP Budget.

8/31/22 Update

Last week the City’s paving contractor (Watson Asphalt) completed the new paving in the Parkwest neighborhood. Last week and this week Watson’s subcontractor Middling Construction is jackhammering and raising existing utilities that were paved over. Watson will be back on site to complete shoulder restoration behind the new paving. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.
Week of August 15th Update
The City’s paving contractor (Watson Asphalt) will be starting pavement removals in the Parkwest neighborhood tomorrow August 12th (please see attached area map). Pavement removal and asphalt paving will continue the week of August 15th and into the week of August 22nd. Pavement markings on SE 68th Street and SE 70th Place, from Island Crest Way down to East Mercer Way (repaved last month) are scheduled for installation next Tuesday and Wednesday. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.
Update Week of July 25th

Last week the City’s paving contractor (Watson Asphalt) paved SE 68th Street and SE 70th Place from Island Crest Way to East Mercer Way. They also paved 93rd Ave SE from SE 68th Street to SE 70th Place. This week the contractor is on site to raise existing underground utility access covers. Please expect some travel delays in these areas as well as some equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours
July 13th, 2022 Update
The City’s paving contractor (Watson Asphalt) will be paving SE 68th Street, SE 70th Place & 93rd Ave SE starting tomorrow through the following week. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.
Week of July 11th Update
Watson Asphalt Paving Company was onsite this past Tuesday and completed several pavement repairs on SE 68th. Watson also removed the existing island on SE 70th Place. Next week the contractor plans to be back onsite mid-week and continue with pavement repairs along SE 68th Street and SE 70th Place. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.
Week of July 4th Update
Watson Asphalt Paving Company was not on site this week but is scheduled to return next week. Next week the contractor plans to make some minor utility adjustments in various locations along West Mercer Way. The contractor will also be removing the island at SE 70th Place and SE 68th Street and working on pavement repairs on SE 70th Place and SE 68th Street. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.
6/22/22 Update
The City’s paving contractor (Watson Asphalt) will be working on asphalt patching on West Mercer Way today (June 22nd ) and tomorrow (June 23rd).
Today’s work will be at the Merrimount Drive/WMW intersection, from approximately 11:00 AM to 5:00 PM. Please expect some travel delay in this area, as crews will be partially closing the east side of this intersection for the repair. Uphill traffic to Merrimount Drive will be detoured north to 78th Avenue. Downhill traffic on Merrimount Drive (from ICW) will be allowed through to WMW. Flaggers will be controlling traffic flow through the intersection. This work is weather dependent – this morning’s drizzle is forecasted to stop.
Tomorrow’s work will consist of four patches along WMW between the 4500 block and SE 72nd Street. These areas will affect one full lane width, so please expect flaggers maintaining a one-lane roadway in the vicinity of the patches. Hours of work will be 7:00 AM to 5:00 PM. Work will progress south from 4500 block.
