Background

This annual program repairs and resurfaces arterial and residential streets through hot mix asphalt (HMA) overlays and chip sealing. The program includes upgrades to substandard residential streets, at the rate of about one location per biennium. Minor storm drainage repairs and minor water improvements will also be constructed. Utility work will be funded from the corresponding utility funds.

Description

This project covers the Madrona Crest West neighborhood (SE 36^th, SE 37^th, SE 39^th Streets, and 86^th Avenue) and the Madrona Crest East neighborhood (SE 36^th, SE 37^th, SE 39^th Streets, 88^th Avenue & 90^th Avenue). These roadways were significantly impacted by City water main construction in 2016 and 2022. Work will include some overlays and some full pavement reconstruction based on roadway structural conditions.

Status Updates

December 15, 2023

Construction on this project is now 100% complete. In November, crews from Lakeside Industries finished the last bit of punch list work, including final utility adjustments, drainage berms, and vacuuming out catch basins and sewer manholes to remove debris caused by construction activity.

Lakeside completed paving last month in the Madrona Crest East and Madrona Crest West neighborhoods. In October, Lakeside placed new gravel along the shoulders and adjusted the existing utilities to the grade of the new asphalt. Some minor adjustments are necessary to complete the project by the end of the year, depending on the weather. Please expect some intermittent travel delays as flaggers maintain a one-lane road during this work.

The City’s paving contractor (Lakeside Industries) has completed approximately half of the paving in the plat of Madrona Crest East. The paving is complete on 88^th Avenue SE, SE 37^th Street and SE 39^th Street. In the coming weeks these streets will have gravel added to the shoulders and the existing utility covers adjusted to the new asphalt grade.

The paving contractor is tentatively scheduled to be back the week of September 11^th to start the pavement removal on 90^th Avenue SE from SE 37^th Street to SE 40^th Street. Once removals are complete, Lakeside will pave 90^th Avenue SE from SE 36^th Street to SE 40^th Street. They will also pave SE 36^th Street from 88^th Avenue SE to 90^th Ave SE. After paving is complete these areas will also have gravel added to the shoulders and existing utility covers adjusted to the new asphalt grade. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.

The City’s paving contractor (Lakeside Industries) will begin pavement removal and new paving in the plat of Madrona Crest East (SE 36^th Street, SE 37^th Street and SE 39^th Street bounded by and including 88^th Avenue SE and 90^th Avenue SE) starting the week of August 21^st for 2 to 3 weeks from 7 AM to 5 PM. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain one lane of traffic during 7:00 AM to 5:00 PM work hours.

Lakeside Industries crews finished paving in Madrona Crest West this week and are moving to the Madrona Crest East area next week for roadway patching and other prep work. Paving of the East neighborhood is currently planned to begin the week of August 21^st. This project is on track to have all road paving completed by the start of the school year. Shoulder rock, utility adjustments, and cleanup should be finished by the end of September.

Please expect some travel delays in this area as well as some heavy equipment and truck traffic. Flaggers will maintain a one-lane road during work hours.

July 27, 2023

The City’s paving contractor (Lakeside Industries) will begin prep work in the plat of Madrona Crest West (SE 36^th Street, SE 37^th Street, and SE 39^th Street bounded by and including 84^th Avenue SE and 86^th Avenue SE) starting in late July. Asphalt grinding and paving will follow the prep work. Following the paving in Madrona Crest West crews will move to the plat of Madrona Crest East (SE 36^th Street, SE 37^th Street, and SE 39^th Street bounded by and including 88^th Avenue SE and 90^th Avenue SE). Please expect some travel delays in these areas as well as some heavy equipment and truck traffic. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM work hours.

Planning/Design
The 50% design is complete. This year’s overlay project will pave the residential neighborhoods of Madrona Crest East and Madrona Crest West. This project is scheduled to bid later this spring with construction beginning in the summer. The North Mercer Way segment of this project will be deferred from 2023 to 2024 construction to allow adequate time for the water system replacements on North Mercer Way to be completed this year.
