Clarke Beach Park and Groveland Beach Park
Background
This planning effort addresses waterfront and other infrastructure issues at two neighborhood parks on Mercer Island. This project was identified in the 2022 Parks, Recreation, and Open Space Plan (PROS Plan) and includes technical analysis, community engagement, and conceptual design for priority improvements.
Description
Developed in the 1960s and 1970s, Clarke and Groveland Beaches are two of three public waterfronts located on Mercer Island. These neighborhood parks feature aging docks, swim areas, concrete bulkheads, walking paths, picnic and barbeque areas, restroom facilities, and other amenities that must be replaced or removed soon. Both parks are located at the bottom of steep hills, and accessibility improvements must be evaluated where feasible.
The 2022 PROS Plan articulated the need for a joint planning effort to efficiently prioritize capital projects at each park and navigate a challenging regulatory environment for implementing shoreline improvements. Analysis of the parks’ current conditions began in the summer of 2023 and has included:
- Topographic surveys
- Condition assessments of all in-water structures, including docks, swim enclosures, and concrete bulkheads
- Critical areas investigation
- Accessibility audit of the existing restroom facilities
- Geotechnical data review to inform future study
An online survey to learn more about current community use, access challenges, recreational opportunities, and other planning-level needs is expected to launch in summer 2024. The planning process, which will include various community engagement opportunities, is expected to begin in 2025.
