Transportation Improvement Program (TIP)

The Transportation Improvement Program (TIP) is a rolling 6-year plan updated annually with a focus on maintaining the existing transportation network and improving it in a thoughtful, safe manner working within the financial constraints of the Street Fund and other funding sources. The TIP covers City roadway, pedestrian, bicycle and other transportation projects.

State law requires that the TIP be updated and adopted by elected officials annually. The City Council typically adopts the TIP each spring after public comment. 

The comment period for the 2026-2031 TIP is now open.
To submit feedback, visit http://letstalk.mercergov.org/tip-2025. The comment period will remain open until June 17, 2025 (TIP adoption). The TIP Preview and Public Hearing Council Meeting is scheduled for April 15, 2025.

The TIP typically includes the following categories:

  • Residential Streets Preservation Program
    • Roadway resurfacing and substandard street upgrade
  • Arterial Streets Improvements
    • Roadway resurfacing and reinvestment in existing Pedestrian and Bicycle Facilities (PBF)
  • New Pedestrian and Bicycle Facilities (PBF) 
    • Creation of new pedestrian and bicycle facilities (e.g. paths, sharrows, paved roadside shoulders, bike lanes, crosswalks)
    • Signage and pavement markings
  • Other Transportation Projects
