​Background

ADA Transition Plan Implementation is an annual program to design and construct spot improvements to pedestrian facilities citywide to meet compliance standards established by the Americans with Disabilities Act (ADA) and documented in the City’s ADA Transition Plan. ADA upgrades are focused in the Town Center in the 2023-2024 biennium.

Description

This project will construct 11 curb ramps in the Town Center to meet ADA standards. Work also includes new sidewalk, curb and gutter, and utility lid adjustments surrounding curb ramp construction.  In 2026, SE 27th Street will be resurfaced through a hot mix asphalt overlay.

This week, crews completed demolition work and set curb forms at two locations in the Town Center: the NE corner of SE 27th Street & 77th Avenue and the SE corner of SE 28th Street & 78th Avenue. Due to contractor scheduling conflict, curb and ramp concrete pours were delayed and will not begin until next week. By the end of next week, both locations are expected to be open to the public

This week, crews poured new curb, ADA ramps, and sidewalk, and completed roadway asphalt patching at two more corners in the Town Center: the NW corner of SE 27th Street & 77th Avenue and the NE corner of SE 28th Street & 78th Avenue. Both locations were fully reopened by the end of the week. Crews have now completed six of the eleven sidewalk corners to receive new ADA ramps under this contract.  Demolition work has begun at two other locations in the Town Center: the NE corner of SE 27th Street & 77th Avenue and the SE corner of SE 28th Street & 78th Avenue and crews plan to pour concrete for these curbs and ramps next week.

This week, crews sawcut and removed existing ramps at two locations in the Town Center: the NW corner of SE 27th Street & 77th Avenue SE and the NE corner of SE 28th Street & 78th Avenue SE. Crews placed formwork for new curb and plan to pour concrete for the new curb, ramps, and sidewalk next week. Roadway asphalt patching is also planned at both locations next week.

This week, crews poured the sidewalk and fully opened the SE corner of SE 27th Street & 76th Avenue SE and the SW corner of SE 27th Street & 78th Avenue SE to the public. Saw cut and demolition work started at the next two project locations, the SE corners of SE 27th Street & 77th Avenue SE and SE 27th Street & 78th Avenue SE. Next week, forms for new curbs will be set and concrete poured for curb, ramp, and sidewalk areas.

This week, crews poured new curbs and ramps, and completed roadway asphalt patching at two locations in the Town Center: the SE corner of SE 27th Street & 76th Avenue SE and the SW corner of SE 27th Street & 78th Avenue SE. Next week, crews will pour remaining sidewalk areas at these two locations, and fully open the corners to the public once concrete cures. Crews anticipate sawcut and demolition work to start at two other locations in the Town Center next week, at the SE corners of SE 27th Street & 77th Avenue SE and SE 27th Street & 78th Avenue SE.

This week, crews sawcut and removed existing curb ramps at two locations in the Town Center: the SE corner of SE 27th Street & 76th Avenue and the SW corner of SE 27th Street & 78th Avenue. Crews began placing formwork for new curb and gutter and plan to pour concrete for the new curbs next week. As one corner of an intersection is closed for removal and replacement work, pedestrian detour signs are provided to guide pedestrians around each work area.

This week, the contractor mobilized on-site and is preparing for removal of the existing curb ramps at the SW corners of SE 27th Street & 76th Avenue SE and SE 27th Street & 78th Avenue SE. Next week, crews will remove existing curb ramps, and place formwork for new curb and gutter at these two intersection corners. Throughout construction, the contractor will be utilizing part of the City-owned parcel at 7810 SE 27th Street (Tully’s) for equipment and material staging.

August 20, 2024

This project will upgrade 11 sidewalk curb ramps in the Town Center to meet current ADA standards. The contractor, NPM Construction, will start their removal and replacement work the week of August 26th. The project is anticipated to last through November 2024, with work occurring between 7 am and 4 pm, Monday through Friday. Travel lanes may be closed intermittently during work hours, and pedestrian detours will be provided around each work area. To minimize disruption, the contractor plans to only have two ramps under construction at a time. Access to businesses will be maintained throughout construction.

Single Lane Closure starting the week of August 26 - November, 7 am to 4 pm Monday - Friday

Traffic control will be coordinated with neighboring projects, including the Sound Transit signal at 80th Avenue SE and SE 27th Street, 80th Avenue SE Sidewalk Improvements (SP0111), and the 2024 Arterial Preservation Program (SP0101). 

July 2024

City staff executed a construction contract with NPM Construction Co, to begin upgrades of 11 ramps within Town Center to meet Americans with Disabilities Act (ADA) standards. Work is anticipated to start in early to mid-August.

Planning/Design
KPFF was hired as the design consultant in Q3 of 2023. KPFF completed the final design in Q2 of 2024.

SP0118 was advertised for construction bids on May 30, 2024, with bid opening scheduled for June 12, 2024, at 2 pm. Construction is anticipated to begin in late July 2024 following the Summer Celebration.
