​Background

Stormwater culverts degrade over time.  Defects include separated joints, cracks and root intrusion identified utilizing CCTV inspections. Project locations are near 6230 EMW, 7008 EMW, 7444 EMW, 7928 EMW and 3535 WMW.

A culvert pipe failure at any of the identified locations would pose a structural risk to the arterial roadway and underground utilities. This project includes approximately 400 linear feet of replacement pipe using trenchless installation methods to minimize excavation impacts while preserving stormwater conveyance and roadway integrity.

Description

Replace five roadway stormwater culvert crossings using trenchless Cured- In- Place- Pipe (CIPP) technology.

Status Updates

July Update Week of 7/5 and 7/11

East Mercer Way Culvert Replacement (week of 7/5)- Contractor, Insta-Pipe Inc will be onsite to perform CIPP (Cured-in-place Pipe) replacement to multiple cross-culverts between 6225 block and 7925 block of East Mercer Way.  There is a total of 4 sites. The crew plans to work from north to south, starting at 6225 block, mainly occupying the southbound shoulder or roadside at each of the sites. Therefore, southbound lane closure will occur for equipment staging purposes. Flaggers and traffic control signage will be in place to maintain one-lane traffic. There will not be excavation or road resurfacing work.

West Mercer Way- The following week (week of 7/11)- The contractor plans to work on one other storm pipe near 3465 West Mercer Way with similar equipment and method. No lane closure is expected.

May 2022 Update

Bid opening was conducted on April 26 for the five culverts that will receive trenchless pipe replacement by way of Cured-In-Place-Pipe (CIPP) method. The project was awarded to Insta-Pipe, Inc. on May 4 2022. 

The culvert near 6421 EMW was not included in the project bid since there are ongoing negotiations with the downstream homeowners regarding the conceptual design and necessary easements.

April 2022 Update

The Hydraulic Project Approval (HPA) permit from the Washington Department of Fish and Wildlife was received in late March. Five (5) culverts, except for the one near 6421 EMW, were combined into a single bid package and the project was advertised for bids on April 7 with a bid opening date of April 26.

February 2022 Update

Design for the culverts are at 90%.  A  Hydraulic Approval Permit application was submitted to Washington Department of Fish and Wildlife for review in early December. The agency has been requesting additional information about the project. The design team has been responding accordingly.

November 2021 Update

The project is at 60% design stage. Culvert near 6000 East Mercer Way (EMW) is found to be in sound condition, therefore it is being deleted from the project. Culvert near 6421 EMW will require additional design effort due to unexpected conditions found.  Its outfall had been buried for numerous years and is below surface grade. This discovery will require more time to assess and drainage easements will be needed from adjacent downstream homeowners. The repair of the 6421 culvert and outfall condition remedy will occur as a separate construction contract, in other to allow the rest of the East Mercer Way culverts to be completed on schedule.
