Project Title: 2024 Water System Improvements

Bidders shall submit their bids in PDF format to the Public Works email address at: bids@mercerisland.gov. Sealed bids will be received, not sent, electronically by the City until 2:00 PM on November 21, 2024. There will be no public bid opening for this project. Bid results will be posted on the City’s web page at: https://www.mercerisland.gov/rfps.
Bidder questions are to be directed to George Fletcher, Senior Project Manager, by email only at George.Fletcher@mercerisland.gov. The City will receive questions until 2:00 PM on November 15, 2024. Questions received after this date will not be answered. All questions and responses will be posted in an addendum by November 19, 2024 to the Builders Exchange site.
Work to be performed under this contract includes but is not limited to furnishing all labor, equipment, and materials necessary for constructing:
- Schedule A: 1 new pressure reducing valve station, 20 LF of new 14-inch DI water main, 4,605 LF of new 8-inch DI water main, 50 LF of new 6-inch DI water main, 165 LF of new 4-inch DI water main, 13 fire hydrants, 4 air vacuum release assemblies, 1 blowoff assembly, 89 water services, 5 connections to existing water main, concrete driveway, timber stair replacement, and HMA trench patching. Temporary erosion/water pollution control, temporary traffic control and devices, property restoration and other miscellaneous items will also be necessary to complete the work.
- Schedule B: 1,460 LF of new 8-inch DI water main, 35 LF of new 6-inch DI water main, 2 fire hydrants, 1 air vacuum release assembly, 13 water services, 4 connections to existing water main, temporary water main, soldier pile retaining wall, and HMA trench patching. Temporary erosion/water pollution control, temporary traffic control and devices, property restoration and other miscellaneous items will also be necessary to complete the work.
- Schedule C: 325 LF of new 12-inch DI storm main, 165 LF of new 8-inch DI storm main, connections to existing storm main, 12 Type-I catch basins, 2 Type-II catch basins, concrete driveway, and HMA trench patching. Temporary erosion/water pollution control, temporary traffic control and devices, property restoration and other miscellaneous items will also be necessary to complete the work.
A portion of the work in Schedule B on SE 42nd St and Holly Ln will be removed from the project or modified if the City is not able to obtain permanent easements.
A non-mandatory pre-bid walk-through will be held on November 12, 2024, at 10:00 A.M. Pacific Standard Time. Walk-through will begin at the City of Mercer Island City Hall parking lot at 9611 SE 36th St, Mercer Island to discuss the work, bidding forms, and procedures. Not all sites will be visited during this walk through, Contractors are strongly encouraged to visit each site prior to the walk through to gather questions and specific items to review at the meeting. Attendance by bidders, subcontractors and suppliers is strongly encouraged.
This project is subject to RCW 39.04.320 and requires 15% of all labor hours to be performed by apprentices registered in a State Approved Apprenticeship Program. An Apprentice Utilization Plan is required to be submitted. Good Faith Efforts may be considered, and a reduction or waiver may be granted. An incentive will be paid to those that meet the requirement. A penalty will be assessed if the required Apprentice Utilization Plan is not obtained, and no Good Faith Effort has been approved. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs.
The City reserves the right to reject any and all bids and to waive minor irregularities.

A bid deposit in the amount of five percent (5%) of the bid total price must accompany each bid.
