Land Use Application Forms and Submittal Requirements
Prepare
A Pre-Application Meeting is required prior to submittal for many land use applications or it is recommended for others. A Pre-Application Meeting is an opportunity to meet with Community Planning & Development staff to discuss a proposed land use application. Pre-Application meetings are being held virtually using the Microsoft Teams platform. Staff will answer questions and provide a cursory review of the project narrative, application documents, and plans to determine whether the application is ready for submittal. Meetings are held on Tuesday, by appointment.

Please note that the fee due at intake is the minimum fee. The fee schedule denotes the number of staff hours covered by the minimum fee. If additional staff time is required, additional fees will be requested at the hourly rate.
Required Forms and Documents
All land use applications must contain the following forms and documents:
- Development Application Form - Required for all land use project applications.
- Project Narrative - The project narrative should describe the proposed development, including any anticipated future phases, and briefly describe how the project complies with the applicable criteria set for in Mercer Island City Code (MICC) Title 19.
- Development Plan Set - Please refer to the Land Use Application - Plan Set Guide in preparing plans.
- Review the PDF Submittal Requirements below that relate to your specific application type, and submit additional documents as needed/ required.
Related Applications and Forms:
- Transportation Concurrency Application - Required by City Code if submitting for Design Review, Subdivision, Conditional Use Permit, or Development Agreement.
Transportation Concurrency review is required prior to, or concurrent with, any development proposal that may result in the creation of one or more net new vehicle trips during peak hours (7am-9am, 4pm-6pm). A Traffic Impact Analysis complying with the City’s Traffic Impact Analysis Guidelines is required for any proposal that generates 10 or more peak hour vehicle trips at concurrency intersections. - Concurrent Review Form - Required if you are submitting an application for Building or Construction Permit concurrently with your land use application. This is commonly used by applicants applying for dock work, wireless facilities, ADUs, or sign permitting. If you are applying for concurrent review of a Building or Construction Permit, ensure that you also submit the required application forms and documents required for those reviews:
